Martyn’s Law

The Terrorism (Protection of Premises) Act 2025, commonly known as Martyn’s Law received its Royal Assent in April 2025. The Act helps to improve organisational preparedness and protective security across the UK. The act makes it a requirement that people responsible for certain premises and events take the necessary steps in preparing for potential terrorist attacks and will help keep people safe in the event of an attack.
The bill is set to help strengthen public safety at public venues and provide people with those premises the necessary steps needed to help protect the public in the future. Businesses will follow a two-tier approach for premises, as they will follow different requirements according to the number of individuals.
“Standard Tier: The standard tier will apply to locations where 200 – 799 individuals may be present. These businesses will be asked to undertake simple yet effective activities to put in place procedures to reduce harm to the public in the event of an attack. For standard tier, there is no requirement to place physical measures.
“Enhanced Tier: The enhanced tier will apply to premises and events with a capacity of 800 or more individuals, given the devastating impact could have in these spaces. This includes having in place, so far as is reasonably practicable, appropriate public protection measures to reduce their vulnerability to acts of terrorism and the risk of physical harm if an act of terrorism was to occur. These measures may include bag search policies, CCTV, or other monitoring.
These tiers include staff + members of public, so it is not purely about venue capacity.
Although the act has received its Royal Assent, the act is currently not yet in force and is not expected to come into force until at least April 2027, following a 24-month implementation period. During this time, guidance from the Home Office and Security Industry Authority (SIA) will support premises in understanding and preparing for their obligations.
